Summary:
Several challenging issues confront the oil and gas industry, including Californias
declining production, difficulties marketing natural gas, aging infrastructure,
the potential impact of rising energy prices, and operating in the states
political and regulatory climate. Additionally, DOGGR is focusing on specific
objectives, in particular the development of a comprehensive electronic management
system and continued emphasis on the orphan/idle well program.
Biography
Hal has been with the Division of Oil, Gas, and Geothermal Resources since
1975 and was appointed to the position of State Oil and Gas Supervisor in
May 2003. Prior to that, he was the Bakersfield District Manager since 1990,
and was the Santa Maria District Manager from 1988 to 1990. Hal has been active
with SPE including serving as Vice-Chair of the Santa Maria Section, the San
Joaquin Valley Section Scholarship Committee, and Co-Chairing the 1999 International
Thermal Symposium. He has a degree in Civil Engineering from USC and is a
registered civil engineer. He currently resides in Sacramento with his wife,
Denise, and two cats, Simon and Katie.
