Rules for the SPE Regional Service Award

 

1. The SPE Regional Service Award acknowledges exceptional contributions to the Society of Petroleum Engineers at the section or regional level and recognizes singular devotion of time and effort to the programs and development of the member's section and region that set it apart from the services rendered each year by many members of the Society.

2. The Award shall be presented upon recommendation of the Award Committee and shall consist of a certificate, which shall include the name of the recipient, the year of the Award presentation, and the citation accompanying the Award.

3. The importance of this Award shall be maintained by issuance only to those individuals whose contributions stand out sharply; however, this does not preclude the Award Committees' selecting up to three individuals each, annually, to receive the Award.

4. The Award shall be presented at a section, regional, or topical meeting as determined by the Award Committee. The host region for the SPE Annual Technical Conference and Exhibition (ATCE) may, also, at its discretion, present its awards at the Section Officers Workshop or other appropriate function during the ATCE.

Eligibility

5. The conditions of eligibility for the Award are as follows:

A. Section officers or officers and directors of the Society shall be ineligible to receive the Award until one year after their term of office has expired. Special exceptions can be made, if the committee deems it appropriate.

B. Recipients of the DeGolyer Distinguished Service Medal or the SPE Distinguished Service Award shall not be eligible for the Regional Service Award.

C. Any Member or Associate Member of the Society of Petroleum Engineers, Inc., in good standing and a current or past member of the region presenting the Award, except as noted in "5.A. and B." above, shall be eligible to receive the Award.

D. Recipients of the Award must be willing to personally receive the Award at the site selected by the Award Committee; however, the death of a person subsequent to his selection as an Award recipient by the Award Committee shall not render that person ineligible to receive the Award, and presentation of the Award shall be made posthumously as indicated by the SPE Board of Directors.

E. No other limitations shall be placed on a candidate's eligibility for the Award.

Committee of Award

6. The Award Committee shall consist of the chairman of each section within the region presenting the Award or his designee. The SPE regional director representing the region presenting the Award shall serve as committee chairman and shall be a voting member of the committee.

7. The Award Committee shall have the power to rule on matters not specifically covered by these rules, and all issues, except the selection of an Award recipient, shall be decided by a majority vote of the committee.

Nominations and Election

8. Nominations may be submitted to the Award Committee by any member of the region presenting the Award. Such nominations must be in the hands of the chairman before March 15* and each must be accompanied by a memorandum giving a full and complete statement of the reasons for proposing the candidate, with a record of his contributions to his section or region in sufficient detail to enable the committee to judge the candidate's worthiness to receive the Award.

9. The procedure to be followed by the Award Committee in the selection of an Award recipient shall be as follows:

A. Prior to February 1, the chairman of the Award Committee shall provide each member of the committee with the names of those living candidates then on the active list for the Award.

B. If possible, the committee shall meet to conduct the election procedures; however, in the event a meeting of the committee is not possible, after March 15* but before April 1*, the chairman of the committee shall provide each committee member with a ballot, listing all candidates eligible for the Award as determined under Rule 5 above. The ballot shall also include the name of the person submitting each nomination and a copy of the memorandum supporting the nomination. Each committee member will return the ballot to the committee chairman no later than April 15*, voting for up to three of the candidates. There is no provision for "conditional" or "alternate" votes, and the committee chairman shall ignore all such comments in tabulating results of ballots. Candidates receiving the votes of a majority of the committee shall be considered formally selected, unless more than three candidates receive a majority.

C. In the event no candidate receives a majority on the first ballot, the chairman shall submit to each committee member a second ballot listing candidates who received one or more votes. If no candidate receives a majority on the second ballot, a third ballot will be submitted, listing all candidates receiving one or more votes on the second ballot. If no candidate receives a majority on the third ballot, a fourth ballot will be submitted listing all the candidates receiving one or more votes on the third ballot. If no candidate receives a majority on the fourth ballot, no Award will be presented for that year.

D. If a majority is received by more than three candidates on any ballot, another ballot listing all of the candidates who received a majority will be issued with each committee member voting for up to two of the candidates on this ballot. Those receiving a majority shall be considered formally selected.

10. The unsuccessful candidates shall constitute an active list but, after being considered by three Committees of Award, a candidate will be dropped from the list. This, however, does not make him ineligible for renomination. If a candidate is nominated while on the current active list, his eligibility shall not be extended beyond the three years granted by the original nomination, and the committee chairman shall advise such nominator that his nominee is currently being considered by the Award Committee, advising him when the candidate's term on the active list will expire and inviting him to renominate his candidate at that time. Any memoranda received in support of candidates already on the current active list may, however, be considered by the current Award Committee.

11. If a candidate is selected, the chairman of the Award Committee shall prepare a citation (not exceeding 30 words) to accompany the Award and shall submit the citation to the Award Committee for approval.

12. Within two weeks after the completion of his term as an SPE director, the regional director shall deliver the records of the candidates to the person beginning his term as director of the region. The records shall, at all times, be accessible to the member of the committee and to members of the SPE Board of Directors.
